In this CPLR article 78 proceeding, petitioners appeal from the Supreme Court’s denial of their application to annul a determination by the New York City Board of Standards and Appeals (BSA) sustaining the refusal of the Department of Buildings (DOB) to revoke a building permit for a building presently under construction at 845 First Avenue in Manhattan. Petitioners include several community organizations that oppose construction of the building.
