This appeal arises from the circuit court’s order affirming the decision of the Maryland Board of Contract Appeals (the “Board”) to grant summary decision in favor of the Department of General Services of Maryland (“DGS”), appellee. On June 9, 2010, appellant Manekin Construction, LLC (“Mane-kin”) was awarded a contract with DGS to construct a two-story barrack and a one-story garage for the Maryland State Police in Hagerstown, Maryland.
