The St. Paul Travelers Companies, Inc. (“St.Paul”) filed suit in this court seeking a declaratory judgment that it does not have an obligation to pay expenses of a claim against its insured under the Longshore and Harbor Workers’ Compensation Act (the “Longshore Act”), 33 U.S.C. § 901 et seq. The claim arose from an accident on the premises of defendant Corn Island Shipyard, Inc. on February 2, 2001.
