The National Air Transportation Association (“NATA”) here attacks rules issued by the Federal Aviation Administration on the subject of seat cushion “flammability.” In form it challenges two rules, first, “Flammability Requirements for Aircraft Seat Cushions,” 49 Fed.Reg. 43,188 (1984), and second, “Special Federal Aviation Regulation No. 52” (“SFAR-52”), 52 Fed.Reg. 45,-910 (November 26,1987).
