Pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 ("CERCLA"), 42 U.S.C. § 9601 et seq. , Environmental Protection Agency ("EPA") maintains a National Priorities List ("NPL") of hazardous waste sites that are high priorities for remedial action due to their "relative risk or danger to public health or welfare or the environment."
