The plaintiffs, Audrey S. Serrano, individually and as next friend of Jessica Paskell-Serrano, have brought this action against the defendants, Massachusetts Department of Social Services (“DSS”), DSS employees Deborah Chapman, Susan Billings, Priscilla Hayes, and Kathleen Hazelton (the “DSS defendants”), Hillcrest Educational Centers, Inc.
