The plaintiffs, Qaid Rafeeq Azeez and Abdullah Muhammad, who are inmates of the Illinois Department of Corrections, complain that the defendants’ policy of using the plaintiffs’ “committed names”, Stanley Russell and Jessie Fields, respectively, and punishing the plaintiffs for their refusal to use or respond to their committed names, unconstitutionally restricts their expression and exercise of their religious beliefs.
