On July 8, 1913, certain owners of land which would be affected thereby petitioned the board of supervisors of Fremont County to establish a drainage district and order the excavation of a ditch to drain the same, extending from the county line on or near the Northeast Quarter of Section 13, Township 69 North, Range 40 West of the 5th P.
