OPINION
STUMBO, Judge.
This appeal concerns the intersect between workers’ compensation coverage and insurance regulation. A group of 3,800 employers banded together to create a workers’ compensation self-insurance group called AIK Comp, as permitted by 803 Kentucky Administrative Regulations (KAR) 25:026, Section 3. 1 The regulation permits a group of employers to pool their workers’ compensation risk.
