Appellants were convicted of conspiracy and mail fraud under 18 U.S.C. section 1341. Appellant Lonnie O’Shea Kilpatrick is president and sole owner of Government Securities, Inc. (GIC), a licensed securities broker in Florida primarily dealing in government insured investments. In an effort to generate cash needed to meet the company’s financial obligations, Kilpatrick devised a plan to sell short-term investments backed by long-term bonds.
