¶1 Satwant Singh and Dhaliwal Real Estate LLC (collectively Singh) appeal the trial court’s summary dismissal of their lawsuit against the Covington Water District (District). Singh and the District executed two system extension agreements to supply water to Singh’s residential real estate development. Singh challenges provisions in the agreements making connection charge deposits nonrefundable.
