ARNOLD, Circuit Judge.
On June 22, 1989, Alan R. Lange pleaded guilty to theft of government mail by a postal employee, in violation of 18 U.S.C. § 1709. The District Court determined the appropriate total offense level under the Sentencing Guidelines to be seven, comprised of a base offense level of four, a special offense characteristic of one, and a two-level increase for more than minimal planning.
