Seeking to build an enclosed, two-car garage and a walkway on her residential property, appellee Frances Rotwein applied for variances from front and side yard setbacks mandated by the Montgomery County Zoning Ordinance. When the Board of Appeals for Montgomery County (“the Board of Appeals” or “the Board”) denied that application, Rotwein filed a petition for judicial review in the Circuit Court for Montgomery County.
