Plaintiffs 1 (collectively referred to as “Action Manufacturing”) brought this ac tion against defendants 2 pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act, 42 U.S.C. § 9601 et seq. (“CERCLA”), and Pennsylvania’s Hazardous Site Cleanup Act, 85 P.S.A. § 6020.101 et seq.
