B.H., a disabled minor, by and through his parents, Mr. and Mrs. C.H. (“the parents”) (collectively, “the plaintiffs”), bring this action pursuant to the Individuals with Disabilities Education Act, 20 U.S.C. § 1415 et seq. (“IDEA”), and 42 U.S.C. § 1983.
