This is a sequel to an original action brought by Bill R. Turner, District Attorney of Brazos County, seeking issuance of writs of mandamus and prohibition in which relief was found by the Court to be appropriate. State ex. rel. Bryan v. Mc Donald, 662 S.W.2d 5 (Tex.Cr.App.1983) [hereinafter Bryan v. McDonald ].

In that cause, we encountered a document entitled “Amended Procedure for Sentencing Guidelines In The 85th District Court,” promulgated pursuant to an “order” by the Respondent, W.T. McDonald, Judge of the 85th Judicial District Court of Brazos County. We there concluded:
