On June 6, 1991, the City of Bridgeport, Connecticut filed a petition under chapter 9 of the Bankruptcy Code. On June 7, the Bridgeport Financial Review Board (“the FRB”) 1 passed a resolution adopting an interim budget for Bridgeport. 2 That resolution specified that a mill rate of 71.2 was required to balance the interim budget.
