MEMORANDUM AND ORDER

I. INTRODUCTION

Daniel LaPlante (“LaPlante”), a prisoner at the Massachusetts Correctional Institution — Norfolk (“MCI-Norfolk”), brings this action against the Massachusetts Department of Correction (the “DOC”) and its superintendent (collectively, the “Defendants”) under the Religious Land Use and Institutionalized Persons Act (“RLUI-PA”) seeking declaratory and injunctive relief from what he claims are unlawful burdens on the practice of his Wicca faith. The case is now before the Court on cross-motions for summary judgment.
