In September of 1972, plaintiff, Saxon-Western Corporation, brought this suit as a class action on behalf of itself and all other similarly situated retailers against George E. Mahin, then Director of the Department of Revenue, William J. Scott, Attorney General, and Alan J. Dixon, then Treasurer of the State of Illinois (hereinafter collectively referred to as the Department).
