MEMORANDUM OPINION AND ORDER
SANDERS, Chief Judge.
On November 25 and 26, 1991, the Court held hearings on whether to approve a proposed settlement (“Settlement Agreement”) between the Plaintiff class, Defendant, and Intervenor Advocacy Inc., filed August 14, 1991. The Settlement Agreement is opposed by Intervenor Parents Association for the Retarded of Texas (“PART”), as well as by a number of class members.
