The United States District Court, District of Colorado, granted summary judgment in favor of plaintiff United States of America (Government) in an unpublished order. Defendant Winter Livestock Commission (Winter) appeals.

This action involves a conversion claim against Winter by the Government. The Government charges that Winter is liable for the fair market value of cattle sold through Winter’s facilities for Danny L. and Pamela Plagge who obtained loans from the Farmers Home Administration (FmHA), giving the FmHA a security interest in the cattle.
