The plaintiff-appellant New Orleans & Gulf Coast Railway Company (“NÓGCR” or the “Railroad”) brought this action to prevent the defendants-appellees, a collection of Louisiana property owners (the “Landowners”), from installing or using private, at-grade railroad crossings, which the Railroad has not authorized, but which Louisiana state property law allegedly has. The district court dismissed the case for lack of subject matter jurisdiction. We AFFIRM.
