MEMORANDUM OPINION

SPORKIN, District Judge.

This matter comes before the Court on cross-motions for summary judgment and on a motion for stay of proceedings by the Federal Bureau of Investigation. Plaintiff brings suit under the Freedom of Information Act, 5 U.S.C. § 552 [hereinafter FOIA].
