Plaintiff CaSandra Smith was a longtime employee of the U.S. Small Business Administration (“SBA”) when in May 2013 she learned through a desk audit that she was, literally, working above her pay-grade. In response, Smith’s supervisor— relying on advice from an SBA job classification specialist—sought .to create a new position for her.
