ROGERS, Circuit Judge:
The City of Nephi, Utah (“Nephi”), 1 petitions for review of two orders of the Federal Energy Regulatory Commission (“Commission” or “FERC”) 2 that approve tariff revisions filed by the Questar Pipeline Company (“Questar”). 3 The revisions reflect a new rate design, as required by Order No. 636. 4 See 18 C.F.R. § 284.8(d) (1997). They do not, however, provide a one-part volumetric (“discount”) rate 5 for small customers as requested by Questar’s only small customer, Nephi. Nephi contends that in refusing to order…
