This matter is before the court on the motion of plaintiffs Shandong Huarong General Group Corporation (“Huarong”) and Liaoning Machinery Import and Export Corporation (“LMC”) (collectively the “Companies”) for judgment upon the agency record pursuant to USCIT R. 56.2.
