This appeal involves a question of the jurisdiction of the Iowa Natural Resources Council (INRC) with respect to a project of a drainage district. The members of the Polk County Board of Supervisors as Trustees of Drainage District Four together with an intervening landowner appeal from the district court’s affirmance on administrative appeal of a decision of INRC.
