In these consolidated appeals, Ivan O.B. Morse challenges the trial court’s issuance of a preliminary injunction that enjoined him from mailing to the public solicitations concerning homestead declarations without complying with Business and Professions Code section 17537.6, 1 and a subsequent judgment that granted a permanent injunction, imposed $400,000 in civil penalties for Morse’s violation of section 17537.6, and ordered that Morse pay $400,000 in cy pres restitution.
