STARR, Circuit Judge:

This is an appeal from a judgment of the United States District Court rejecting an equal protection challenge to certain prison policies of the District of Columbia, 684 F.Supp. 303. The District has for many years relied upon the facilities of the federal Bureau of Prisons for the incarceration of long-term women offenders convicted in the local courts of the District of Columbia.
