BROTMAN, District Judge.
This is an action to enforce an arbitration award entered by the International Chamber of Commerce Court of Arbitration at Berne, Switzerland, on December 30, 1974. The petitioner, Biotronik Mess-und Thera-piegeraete GmbH & Co., (hereafter “Biotro-nik”) is a West German manufacturer of implantable cardiac pacemakers and accessories.
