The Department of Children and Families (department) filed petitions under G. L. c. 119, § 24, alleging that Rory and Sam were children in need of care and protection. After separate trials on each petition, a judge in the Juvenile Court concluded that both children were in need of care and protection and dispensed with the need for their father’s consent to adoption, guardianship, custody, or other disposition of the *455children pursuant to G. L. c. 119, § 26, in accordance with G. L. c. 210, § 3, which effectively terminated the father’s parental rights.2
