We granted the defendant’s application for direct appellate review to consider whether an indigent parent is entitled to counsel appointed at State expense to represent him or her when contesting a petition to dispense with parental consent to adoption brought under G. L. c. 210, § 3(h). We conclude that an indigent parent is entitled to court-appointed counsel in proceedings brought to dispense with parental consent to adoption. G. L. c. 210, § 3.
