The treasurer of the city of Worcester brings this bill in equity under the declaratory judgment statute, G. L. (Ter. Ed.) c. 231A, inserted by St. 1945, c. 582, § 1, against the department of labor and industries, the commissioner of the department of labor and industries, and three employees of Belmont Hospital, an institution operated by the city.
