The petitioners, owners of certificates issued by the New York Title and Mortgage Company, seek to enjoin the Superintendent of Insurance, as rehabihtator of that company, from making any payments to attorneys engaged in formulating corporate plans of reorganization for promulgation under the Schackno Act (Laws of 1933, chap. 745, as amd.).
