In this post-award bid protest, Plaintiff (or “CommSol”) moves for judgment on the administrative record (AR), complaining that it should have been awarded contracts for the repair of certain vessels of the United States Coast Guard (variously, “USCG,” “Coast Guard,” or “Defendant”). The essence of Plaintiffs complaint is that it was unfairly assigned a past performance rating of “neutral,” which worked to its detriment in the Coast Guard’s best value determinations underlying the contract awards.
