Before the Court are Defendants’ Motion for Judgment on the Record, Plaintiffs Motion for Final Judgment, Plaintiffs Motion to Strike the Appendix to Defendants’ Motion, and Plaintiffs Motion to Strike Defendants’ Brief in Support of Defendants’ Response.
