This matter comes before the Court on cross-motions for summary judgment on the administrative record in a case brought under the Individuals with Disabilities Education Act (“IDEA”). The motions were filed by Defendant Fairfax County School Board (“Defendant”) and Plaintiffs Lucia Hogan (the “Student”), Lucia Hogan by and through her father and attorney-in-fact, William Hogan, and William Hogan in his own capacity (the “Parent”) (collectively, “Plaintiffs”).
