Plaintiffs-appellants Corpus Christi Taxpayer’s Association, Tom Hunt, and Joe O’Brien (the plaintiffs or the Taxpayers) appeal the district court's dismissal, pursuant to summary judgment, of their suit, which they appear to have attempted to bring under 42 U.S.C. § 1983, against defendants-appellees City of Corpus Christi, Texas (the City) and the State of Texas (the State).
