This matter is again before the Court, this time for determination whether monetary sanctions against appellant and his counsel are warranted for filing and pursuing this meritless appeal.
I. FACTS AND PRIOR PROCEEDINGS
In 1989, appellant Jeffrey Prosser initiated this action for divorce in the Territorial Court of the Virgin Islands. In February 1990, appellant and appellee, his then wife, Margaret Prosser, negotiated a property settlement, which was reduced to writing and approved by the Court.
