This appeal concerns.the City of Pacific’s efforts to expand its municipal girth via the involuntary annexation procedures of RSMo § 71.015. Edwin and Caroline Upchurch, appellants herein, reside in an unincorporated section of Franklin County which lies within the area respondent Pacific originally sought to annex. However, appellants’ property was removed from the ambit of the annexation on the day of trial when respondent dismissed appellants from the ease.
