WEIER, Presiding Judge.

Plaintiff Howard W. Abbott appeals from a judgment of the trial court which *37affirmed the findings of fact and conclusions of law determined by the Civil Service Commission of the City of St. Louis. This decision held Abbott was ineligible for the position of Correctional Manager of the St. Louis City Jail. We affirm.

On February 15,1972, the Department of Personnel of the City of St. Louis announced that an examination for the position of Correctional Manager would be held for those applicants satisfying the necessary qualifications. These qualifications included…
