This is an appeal from a judgment of the circuit court affirming a decision of the Administrative Hearing Commission (AHC). The case was initiated before the AHC by appellant’s filing of two complaints claiming that respondent, Director of the Division of Insurance, had wrongfully refused to issue to appellant licenses to act as agent for two insurance companies. The two complaints were consolidated in the AHC; and, after a hearing, the AHC issued findings of fact, conclusions of law, and decision, upholding the refusal to issue the licenses.
