Brockenbrough is a building inspector who works for the City of Williamsburg. On June 4, 1990, Brockenbrough issued a building permit for construction of a house to Hedgepeth, a builder. On June 14, 1991, Brockenbrough issued a Certificate of Use and Occupancy dated June 13, 1991, to Hedgepeth. The Plaintiffs, Ronald and Verona Dunn, subsequently purchased the house from Hedgepeth.
