Respondent, Frank J. Cozzarelli, was recommended for disbarment in a decision by the Disciplinary Review Board (DRB). On the return date of an Order to Show Cause issued by this Court as to why he should not be disbarred for the knowing misappropriation of client and escrow funds, respondent contended that he presented mental illness evidence that had not received proper consideration by the DRB, under In re Jacob, 95 N.J. 132, 469 A.2d 498 (1984).
