QUIST, District Judge.

Plaintiffs, Michigan Manufactured Housing Association (“MMHA”), A1 Manufactured Homes, Inc. (“Al”), and Paul and Marlene, Inc., d/b/a Grand Value Homes (collectively “Plaintiffs”), have sued Defendant, Robinson Township (the “Township”), for declaratory and injunctive relief to stop alleged violations by the Township of regulations promulgated by the United States Department of Housing and Urban Development (“HUD”) pursuant to the National Manufactured Housing Construction and Safety Standards Act of 1974, 42 U.S.C. §§ 5401-5426 (the “Act”).
