One of the sacred rights guaranteed to every individual under the Bill of Rights adopted as a part of our Louisiana constitution of 1921 is that the trial of all criminal prosecutions “shall take place in the parish in which the offense was committed, unless the venue be changed.” Those selected by the people of this state to draft the constitution by which they (the people) wished to be governed thus, in clear and unequivocal language, fixed the territorial limits of the courts having jurisdiction in criminal matters.
