The sworn bill in this case was filed May 20, 1918, by the plaintiff, operating a line of street railway between San Juan and Eio Piedras by electricity under franchises granted by the Executive Council of Porto Eico, and approved by the President of the United States under § 32 of what is called the Eor-aker Act of April 12, 1900, and a joint resolution in relation thereto approved May 21, 1900.
