The Air Line Pilots Association brought this action under 42 U.S.C. §§ 1983,1986 and 1988 seeking to compel the City of Chicago, its Department of Aviation and a manager of its advertising services, Transportation Media Incorporated, to display an advertisement in one of the diorama display cases in Chicago’s O’Hare Airport. The complaint alleged that in its refusal to display the requested advertisement, the City and TMI violated the Air Line Pilots’ First and Fourteenth Amendment rights.
