SPARKS, J.

In this environmental case we are called upon to decide whether judicial review of a decision of the State Water Resources Control Board concerning waste discharge levels for a municipal sewage treatment facility is governed by the limitation period of the California Environmental Quality Act (CEQA) or the Porter-Cologne Water Quality Control Act. We hold that CEQA claims are governed by the CEQA statute of limitations.
