This is an appeal from a denial of a petition for reclamation filed in the receivership of a defunct stock brokerage firm. The underlying receivership proceeding was instituted by the Securities and Exchange Commission against H. L. Rodger & Bro. (Rodger), a registered broker-dealer in securities. During the course of the receivership, Robert M.
